The required minimum heel height was 9 cm. Similar events also took place in St Petersburg, Yekaterinburg, Novosibirsk, and Samara, and the winner in Moscow was the Muscovite Maria Kanarova." He attended the event, complied with all conditions, but wasn't allowed to participate because he's male. The rules didn't clearly state that only women can take part in the run, though. Dutch are quite open for new things, but some things just stay in the (shoe) closet. But we can only hope (and if, I'll be the one crossing the finish line first ).
