There are several members here that are expert cobblers and I'm sure that one of them will be able to give you an honest appraisal of whether or not the heel on your boot can be replaced. I don't understand what you mean by "how active this site is?" And, how interest develops? Are you talking about your interest or the interests of the rest of our members? So, first things first. Why don't you take a minute and tell us a little more about yourself and interest. Do you wear high heels yourself or are you just an admirer? I'm sure you'll find our forum really very interesting.
