Actually, now I come to try it, it doesn't work on my Red Hat 6.1 machine . Obsessed is such a strong word. It does depend on the keyboard you have setup in your operating system and the characterset you are using. And ofcourse also on the kind of OS you are using. I think at work under WinXP Ctrl-Alt-E is the Euro symbol.
