Maybe it is even more simple than that. Look for people who look different, who stand out. And yes maybe the guy over reacted but what would you prefer, that you and the other heeled gent beside you were allowed to walk in and he cause a minor explosion, killing a few people, two of who happen to be you and your wife, or both of you are stopped and asked to remove your boots and "hey we've found a terrorist here. But you sir (Gene) you are free to go inside." I am not taking the guys side or that of the casino but it is a bit of a storm in a tea cup dont you think. He was only doing his job. Oh and by the way you didnt say the guard was looking for two feet, he may have been looking for one foot and one artificial leg with boot. A lot more killed that way especially if half the boot is filled with schrapnell. You might not know this but the bomb in Paddy's Bar in Bali was over done. It was meant to cause the customers to run out side in panic where the second bomb went off. The second one wasnt that effective though because the bomb inside cause a lot more injuries than they thought it would, so few got out to the street. So in the casino case it would be possible for a similar scenario, the first bomb sets up the panic to rush out side where a second bomb goes off killing a lot more people. Just a thought.
