Can Synthetic Leather Boots be repaired?

The plastic layer on one of my boots has ripped from the sewn seam around the lace grommets.  To make matters worse, I ripped some of the plastic.

The cloth layer under the plastic appears intact.

Is it worth taking this to a shoe repair place to see what they can do?

How about those vinyl repair kits?  I know, I know...

It's a pair in the attached pic, so I'd hate to throw them out

You might get them repaired, but pretty sure the repair will be obvious.
