In Mexico once upon a time (1971) I bought a pair of brown leather men's sandals that looked a lot like those. They weren't the heavy, clumpy, thick leather kind, but much more delicate, like women's sandals. So those may indeed be for men. Or women. Or unisex.

It would be really hard to pick any sex over the other, because low heeled sandals aren't as strictly confined.

A lot of the men in the background of that photo also have the same sandals on.  I would suspect it's something traditional to that area.
