I remember the police picking up a guy in Manchester town centre. He'd been approaching women and asking if he could have their tights to mend his fanbelt with. I can't remember why the police were called initially, but it turned out that he didn't have a car. Chris

I remember years ago a man who used to flag woman motorists down say that there was something wrong with their car. After a few minutes rumaging around in the engine compartment he would say that he needed a couple of wedges. After humming and hawing for a few minutes often the lady would suggest he use her high heels!

However It does not beat that man from Japan stealing only the left shoe from women.

From what little I know about this, I'd vote for the Norweigan thief. Afterall, he is bold enough to confront some of his victims, or sneak in while they are home, or even make multiple appearances at the same locations.
