technically the same in the UK and quite likely many countries around the world; there was a similar article in the UK press about the numbers of people that drove in "inappropriate" footwear - more than likely referenced in the forum. I have driven in both heels and my mountaineering boots; it is harder to drive in the boots than the heels as the boots are not at all flexible (hence suitable for ice climbing) and about 50% wider than my normal shoes, though I doubt the police would fine me for wearing them compared to the heels! R

The police would not fine you for wearing heels. The guideline in the highway code refers to inappropriate footwear. Flipflops are considered inappropriate but heels are not.
