I'm under the impression that if you measure the back of a heel from the tip to where the heel joins to the upper, then subtract the thickness of the sole if there is a platform. That will be your heel height. Or would a platform shoe be measured by it's overall heel height? (Shopping online can be a pain sometimes)

Any platforms I've ever bought the heel height indicates the actual length of the heel, not the size of the arch. So you might see a 6 inch heel with a 2 inch platform, that means the actual heel is 6 inches, but the arch is only 4 inches.
